So I need some advise as to what to add to it. I do have some ideas like an overskirt and mini-top hat and maybe my plague-doctor mask when I'm finished with it.
But even with those, I still feel like a lot of work needs to be done. So does anyone have any tips or tricks that will spruce it up in time for halloween?
(PS: For Halloween, I also plan on wearing a Gumi wig becuase the character looks really good steampunked. Also I haven't had a chance to actually wear the wig anywhere other than in my room and that's really no fun.

Another skirt over, if tucked and pinned properly, adds a simple "bustle and apron" combo, which is a distinctly mid-Victorian look that can help "amp up" your steampunk outfit.
Accessories are usually the cheapest and easiest ways to give it an extra "punch" cameo earrings, a velvet ribbon tied in a bow at your neck. Even doing your hair (or wig if you prefer) in a special updo prior to placing a hat onto it gives it a slight variation from something you could wear everyday.
If you'd like, I have a post here illustrating some ways to make "bustle overskirts" from regular skirts. I also have a post in the same discussion on a hairstyle. For your length of hair though, should you decide to brave my shoddy instructions, you'd probably only want to do the first two paragraphs and leave the rest loose at the back (the end result will be similar to the illustration at the bottom right)
Well, I hope that helped. Let me know if you need any actual detailed instructions about the tucking should you decide to go that way with the overskirt. I know I didn't really detail how I did it, but I'm sure I can manage a pictoral thing if you needed.
