The first and most important thing to rmember when creating your steam punk chacter is that it is YOURS! Your character who lives in your world which obeys your laws! If, for example, your world was created by a great and benevolent God, consider that in the book of Genesis of that particular bible, God only created the heavens and the "earth" after checking with you. That said, with no blasphemy intended, we can move on to the second thing.
How does your magic work? Is magic simply some elusive extra something that only select folk have access to? Is it feeble and mysterious? Is it nigh unto omnipotent? Does it require a price to weild either in materials, physical, mental, temporal, etc demands? Are there medicloriens involved? (had to be asked before the prequels start confusing everyone). What are the boundaries? What are the exceptions? What do you want to be able to do?
Any steampunk play that includes vampires, lycanthropes, demons or fairie hunting is inherently magical in nature whether it be a foot note to the universe or a driving force upon which all life hinges. Now it is time to incorporate the magic into the steampunkery!!!
Obviously a variety of mystially bound entities can become power sources to the variety of machina in your realm. How tiny does the balloon carrying your flying fortress need to be if it contains some form of bound elemental? What manner of casing can contain the residual power of ground dragon lung when used as a propellent for your silver encapsulated explosive holy acid potion projectiles? Did you really load a fragmentation grenade with infectious zombie teeth? What the hell is wrong with you?
