i would need it to be about the size of a larg size 42 belt and all the items are going to be put on my chest area the size of the items are small close to 4 or 5 inches

Such a bandolier wouldn't be a problem, but I would need more details like the size of the piece, the size of the objects to be mounted on it and their particular placement on said bandolier.

By any chance does anyone know anyone that has a plus size red gothic/steampunk/victorian/ coat for sale or that they want to get rid of? I'm doing steampunk white rabbit for halloween and I can't find one under $200

For the person looking for a chandelier, Most light fixtures use a standard pipe thread tube to hold them together, i have gone to thrift stores and bought old light fixtures and taken them apart ,and re assemble several into things that look like a brass deathray/lightfixture. Hardware stores sell parts for light fixtures for doing repairs, and the ones you take apart should supply some basic parts too.

You can re assemble them using low voltage LEDs if you don't trust yourself with high voltage.
