Stephen, it's a steam powered personal flying aid which allows the wearer to gently rise through means of the rotors, while the exhaust from the engine provides lateral thrust..... Well at least in my imagination, sadly in reality the sculpture is static, although I have considered an automat version like this piece; http://www.youtube.com/watch?v=vmMZkLk58_A&sns=em
