Are you looking to stay for a long time, or would you be interested in a hostel situation? Apartments here in the City, even with roommates, are not going to be cheap, sadly, even for an ugly SRO (single room occupancy) though that might be a place to start.
Perhaps you could ask in the Bay Area Steampunk group if anyone knows of anything.
